Whether/ If 的用法

最近看到幾題國三的文法題，但我真的很不解什麼時候可以用will，什麼時候不能
1. Whether the weather ___ sunny tomorrow or not, we'll go surfing.
(A)is
(B)will be
(C)has
(D)are
答案是A，為什麼不能選B？
2. A: I'd like to ask Jim if he ___ part in Zombie Run in Taichung.
B : Why not ask Jeff? He's a Zombie Run lover. He joined it last year. Perhaps he can go with you.
(A)takes
(B)took
(C)is taking
(D)will take
答案是D，為什麼不能選A？
3. They decide to go jogging later whether it ___ or not.
(A)will rain
(B)rains
(C)be rain
(D)to rain
答案是B，為什麼不能選A？
另外，if究竟能不能配or not，因為有些教科書寫可以，有些又說不行...
